Development is intentionally paused or deferred.
ON HOLD means this item is recognized and remains relevant, but work should not continue at the present time.
The reason may include:
* an unresolved decision
* a dependency on another item
* insufficient information
* a priority change
* an external condition
* a deliberate decision to revisit the item later
ON HOLD is not rejection or abandonment.
Do not treat ON HOLD as QUEUED.
Do not resume development solely because the item exists.
Resume only when the hold condition is resolved, the required information becomes available, or the user explicitly returns the item to active development.
When work resumes, change the status to ACTIVE.
If the item is no longer intended for development, move it out of the active development status system rather than leaving it permanently ON HOLD.
Within each linked category, use the highest valid version number as the current source unless the page explicitly indicates otherwise.
