Begin development when the item is selected as the next target or when the user explicitly starts work on it.
When development begins, change the status to ACTIVE.
If development is intentionally paused or cannot proceed for a reason, use ON HOLD instead.
Within each linked category, use the highest valid version number as the current source unless the page explicitly indicates otherwise.
